Gov. Bill Ritter is appealing a district court’s ruling that declared unconstitutional a 2007 law that freezes property tax rates.

By freezing tax rates in school districts where they were expected to decline, the state expected to raise $1.7 billion for education over the next 11 years.

The notice of appeal filed Wednesday seeks to overturn Denver District Judge Christina M. Habas’ ruling last month that the additional revenue falls under Taxpayer’s Bill of Rights, a voter-approved amendment that limits taxes and spending.
