NEW ORLEANS — The National Hurricane Center issued a hurricane watch for the coast of western Louisiana and eastern Texas late Sunday. Tropical Storm Edouard is the fifth named storm of the hurricane season. It is expected to strengthen before making landfall Tuesday morning in Texas.
