Great Outdoors Colorado, the trust that funds the Colorado Division of Parks with lottery revenue, is withholding $8.6 million after a critical state audit of the park division’s finances.
The audit found that the parks division improperly accounted for $9.4 million and made $2 million in “questionable” payments.
In July, the board of the GOCO trust voted to rescind the $8.6 million payment until the parks division “submits more detailed budgets.”
The state audit increased the trust’s “concerns that there is a lack of internal controls at state parks,” John Swartout, GOCO executive director, said in a letter to the legislature’s Joint Budget Committee.
The parks division and GOCO staff have been meeting to address the issue.
