COLORADO SPRINGS — The Colorado Department of Corrections has decided to keep its headquarters in Colorado Springs despite $1.5 million worth of incentives offered by Pueblo to move.

The state agency is building a new central office and told officials in El Paso, Pueblo, Fremont and Douglas counties that it wanted the kind of incentives private agencies and companies get to relocate.
