HOUSTON — Texas prison officials have arrested the mother of a death-row inmate and accused her of illegally paying for cellphone minutes for a phone that was smuggled to her imprisoned son.

Police say Lorraine Tabler, 60, gave the phone to her son, Richard Tabler, 29. Prison officials said he and as many as nine other death-row inmates used the phone for nearly 3,000 calls over the past 30 days.

Richard Tabler was condemned for killing two men during a 2004 shooting spree.
