SALT LAKE CITY—An agreement to eliminate Utah’s much-maligned private club system is expected to be struck between House and Senate leaders by Monday at the latest.

Rep. Greg Hughes, R-Draper, says key lawmakers could come up with a compromise as soon as Friday on making Utah’s liquor laws a little more normal.

Utah is the only state in the country that considers public bars to be private clubs that require a fee and membership to enter.

It is also the only state that prohibits bartenders in restaurants from serving cocktails directly over the counter. A partition usually made of glass known as a Zion Curtain serves as a separator.

Gov. Jon Huntsman is working to eliminate both laws.

Still at issue is how close children could sit to a bar in restaurants.
