
A manager with the city of Denver faces felony charges after posing as a juvenile’s probation officer, providing youths with “marijuana and alcohol” and arranging for a teen to have sex with a woman, according to court documents.
Richard Dean de Olivas Sena y Cordova Rael, who works for the Denver Office of Economic Development, was charged today with two counts of contributing to the delinquency of a minor, criminal impersonation and unlawful sexual contact.
De Olivas, 46, was arrested March 16.
The criminal charges allege that in February and March, De Olivas unlawfully posed as a juvenile-probation officer, provided alcohol and marijuana to a 15-year-old boy, and arranged for the juvenile to have sex with an adult female.
The charges further allege that he provided alcohol to a second male juvenile, also 15.
De Olivas is a manager in the Workforce Assessment and Training Unit of Denver’s Office of Economic Development. He has been placed on investigatory leave by the city.
The criminal investigation is ongoing.
De Olivas is free on a $35,000 bond. He is scheduled to appear in Denver County Court on Wednesday to be formally advised of the charges.
