BOULDER, Colo.—Boulder County commissioners are appealing a judge’s ruling ordering them to approve a church’s $30 million expansion plan.

In 2006, commissioners denied a request from the Rocky Mountain Christian Church to nearly double its 128,000-square-foot campus near Niwot. The church then filed a lawsuit accusing the county of violating the federal Religious Land Use and Institutionalized Persons Act, which protects churches from discriminatory land-use laws.

On March 30, U.S. District Judge Robert Blackburn found that the commissioners violated the law and ordered them to approve the church’s plan.

Commissioners filed their appeal Thursday, and the court granted their request to halt the church’s expansion until the lawsuit is resolved.
