DENVER—A proposal to eventually get rid of one of Colorado’s budgetary spending limits is on its way to becoming law.

Gov. Bill Ritter says he will sign a bill Wednesday that will make it easier for the state to pay for big-ticket items like higher education, corrections and welfare programs.

Currently, the state general budget can grow by only up to 6 percent a year.

Republicans oppose the plan, saying it does not guarantee enough money for transportation.
