MIAMI — Forecasters say Tropical Storm Andres has weakened from a hurricane off the southwestern coast of Mexico and that it could dump 3 to 6 inches of rain on parts of the country. The National Hurricane Center says the storm’s maximum sustained winds had decreased to 70 mph from near 75 mph earlier Tuesday. Andres was forecast to weaken even more in the next day and pass very close to or over the southwestern coast of Mexico.
