DENVER—The man who tried to blow up a trans-Atlantic flight with a shoe bomb in 2001 wants his lawsuit challenging special restrictions at the federal Supermax prison in Colorado to continue even though those restrictions are no longer in place.

Richard Reid, serving a life sentence at the federal Supermax prison about 100 miles south of Denver, was placed under special administrative measures in 2003 because he was deemed a national security risk.

Federal officials say Reid was returned to the general population in February and the special restrictions were lifted June 17 after a routine annual review. Details were not released.

Reid sued in 2007, challenging the restrictions as unconstitutional. A federal magistrate recommended Tuesday that the suit be dismissed after federal attorneys argued it was moot.
