LONDON — Britain’s universal health care system was back in the spotlight Thursday, as a leaked consultants’ report advised drastic staff and budget cuts, and a group of senior doctors expressed concern about the treatment of dying patients.

British politicians and the public rallied behind the National Health Service in the face of attacks by opponents of health care reform in the United States. Most Britons strongly support the NHS, which provides free medical care for all.

It was back in the news Thursday with a report that management consultants McKinsey & Co. advised the health service to cut a tenth of its 1.5 million-strong workforce over the next five years to make up a budget shortfall. It also suggested the NHS sell off hospitals and cut back on some services.

The government said it had rejected the proposals.
