BOULDER, Colo.—The utility that provides Denver residents with water expects the area’s population growth to outstrip water supplies in five years.

It expects an 11 billion gallon shortfall of water by 2030.

At a hearing Tuesday, the public can comment on a draft environmental impact statement for a proposal by Denver Water to almost triple the capacity of Gross Reservoir in Boulder County to meet future demand.

Denver Water hopes to fill it with more water from tributaries of the Colorado River near Granby.

Denver Water’s project manager for the reservoir expansion Travis Bray says the utility has a water conservation plan but also needs to expand its supply of water.
