Highlights from the Legislature on Friday:
— The Colorado House passed and Gov. Bill Ritter signed a measure (Senate Bill 36) meant to give the state an edge in competing for millions of dollars in federal “Race to the Top” education reform funds.
— The Senate gave initial backing to denying $130 million in funding to public schools, a first step in closing a $1.5 billion budget shortfall.

New Bills
— Exempt farmers who use at least 100 acres for agriculture from having to prove it’s their primary business in order to register a farm truck (House Bill 1101).
— Bar proponents of an initiative from withdrawing an initiative after it has been submitted to the secretary of state for verification (House Bill 1100).
— Allow people who buy an alcoholic beverage at the Colorado State Fair to drink anywhere inside that is licensed for alcohol consumption (House Bill 1099).
