BOULDER, Colo.—The Boulder City Council gave the initial OK to a proposal to expand the city’s ban on public nudity.

City officials decided on Tuesday to send the proposal to a second reading. The proposal would apply to anyone older than 10. Some officials and residents worry that the law would only make it illegal for women to be topless, but not men.

Officials had considered making it a crime for women to expose their nipples but council members voted to remove that language from the proposal.

Currently, Boulder law bans nudity only at a city lake popular for nude swimming in the 1970s. That ordinance didn’t include female toplessness.

Officials say not having a local nudity ban means nude partiers face state indecency charges, making them vulnerable to being put on a sex offender registry.
