BOULDER — A proposed ordinance creating a public-nudity offense in the city of Boulder moved forward Tuesday night, but a half-dozen residents and several City Council members expressed concern about the fact that the measure would bar women, but not men, from being topless — and whether the ordinance is necessary at all.
In a 6-2 vote, the City Council voted to move the public-nudity ordinance forward to a second reading, the next stage in turning the proposal into law.
Council members Lisa Morzel and Macon Cowles voted against moving the ordinance forward. Councilwoman Crystal Gray was absent. In a separate vote, at the suggestion of Cowles and Morzel, the council agreed to remove language that criminalized the exposure of the nipples of the female breast. Cowles, Morzel, Mayor Susan Osborne, Matt Appelbaum and K.C. Becker voted “yes.” Suzy Ageton, Ken Wilson and George Karakehian voted “no.”
