Highlights from the Legislature on Tuesday:
— The House State Affairs Committee approved a measure (House Bill 1119), the “State Measurements for Accountable Responsive & Transparent” or SMART Government Act. It would require performance budgeting that lawmakers say will ensure the public is receiving quality, efficient and essential services from government. The bill now goes to the full House for debate.
— The House approved and sent to the Senate a bill (House Bill 1170) allowing the sale of alcohol beverages in sealed containers in luxury boxes located in stadiums, arenas, and entertainment venues with a seating capacity of at least 1,500 seats.
— The Senate Local Government and Energy Committee killed a measure (Senate Bill 96) which would have required utilities to give customers detailed information about the types of energy they use to generate power. The information would have included the percentage of power attributable to each type of energy and the per kilowatt-hour cost of generating each type.
New Bills
— Create a new energy improvement district using special assessment bonds from owners of property who want the district to fund new energy improvements to their property (House Bill 1328).
— Establish a green building incentive program to provide incentives for making energy efficiency improvements (House Bill 1331).
