LOVELAND, Colo.—A Loveland dog breeder is under scrutiny after state animal inspectors say they found several puppies frozen to death at the breeder’s facility.
The state inspectors are planning to ask a Larimer County district judge on March 2 to declare the manager of the Blue Wolf Ranch an unfit owner, which could potentially prompt a license revocation. Manager Storm Cloudin says she had been unaware that a new litter of puppies had been born. Inspectors discovered the frozen puppies Feb. 10.
State officials say Cloudin has failed five inspections at her facility since Dec. 3. Cloudin says what’s happening is a witch hunt and that she has new kennels and a new building.
