DENVER—Colorado Gov. Bill Ritter has signed two pieces of legislation and issued an executive order as he continues to recover at Denver Health Medical Center from this week’s bicycle accident.

The governor signed Senate Bill 49, which increases the amounts that the Colorado Life and Health Insurance Protection Association can pay if an insurer becomes insolvent. He also signed House Bill 1046 regulating the receipt of tax payments by county treasurers.

He also signed an executive order appointing 15 people to the Council for Educator Effectiveness, which will look for ways to measure teacher performance.

Ritter suffered six broken ribs and a separated shoulder in Tuesday’s wreck.
