COLORADO SPRINGS — The city manager who guided Colorado Springs through two years of severe budget cuts and layoffs will resign effective April 16, the Gazette reports.
Penelope Culbreth-Graft said in a letter to the mayor and council members that she plans to start a public- speaking, consulting and writing business, the newspaper reported.
She became city manager in January 2008. While overseeing $90 million in budget cuts and the elimination of almost 550 city jobs, she has resisted pay and benefit cuts for city employees.
