GRAND JUNCTION, Colo.—A Grand Junction police officer has resigned and another has been placed on paid leave after they were questioned about damage to transients’ property from pepper spray.

Police Chief John Camper said Wednesday the department is conducting an internal investigation into claims that officers improperly used pepper spray on some sleeping bags and other items at a campsite used by transients.

Three other officers have been fired for allegedly slashing transients’ tents and bicycle tires during another incident. The investigation of that incident led to the investigation of the pepper spray allegations.

Camper has said officers were looking for a man they wanted to question in a theft case.
