DENVER—The Colorado House gave preliminary approval to allowing the secretary of state to create a training program for judges to handle business litigation.

The bill approved on a voice vote Thursday was amended so the chief justice of the Colorado Supreme Court can work with the secretary of state in contracting the training company for the program. Some Democrats had expressed concern that the bill’s original form was giving the secretary of state responsibilities that should be overseen by the judicial branch.

Republican bill sponsor Rep. Mark Waller says the measure is needed because many judges don’t have business experience when they arrive at the bench.

House Bill 1302 needs one more vote before it heads to the Senate.
