NEW YORK — Oil rose Tuesday after some early losses as investors tried to gauge where the market is headed. Gas-pump prices fell for a fifth day after flirting with a national average of $4 per gallon last week. Benchmark crude rose $1.33, or 1.3 percent, to settle at $103.88 per barrel on the Nymex.
