CHICAGO — As a cast of top Washington figures looked on, Rahm Emanuel was sworn in Monday as mayor of Chicago, offering praise to the longtime mayor he succeeds but mainly promising sweeping change.
“New times demand new answers,” Emanuel told a crowd in Millennium Park, the city’s centerpiece beside Lake Michigan. “Old problems cry out for better results.”
Among those present were Vice President Joe Biden, Labor Secretary Hilda Solis, Treasury Secretary Timothy Geithner, Transportation Secretary Ray LaHood and William Daley, the White House chief of staff.
