KABUL — The Taliban has begun to send signals that it is interested in a negotiated settlement, potentially offering an opening for the West and the Afghan government, several Western officials said.
While there have been some meetings among Afghan leaders, NATO officials and Taliban figures — and even with a Taliban imposter — the Taliban has insisted that NATO troops must leave before any meaningful talks could start. Now, recent statements suggest that the Taliban would be willing to engage in talks even with foreigners in the country.
