The parking lot at the North Boulder Recreation Center is overcrowded and needs to expand, staffers told the City Council on Tuesday night as part of their pitch for funding $170 million of capital improvements in the coming years.

But whether that’s the best move remains under debate.

The discussion was part of the council’s study session on the proposed Capital Improvement Program, which calls for funding 161 public improvement projects through 2017.

While the council generally agreed with the list of the first 76 projects to be completed in 2012 — at a cost of nearly $24 million — a project that remains a possible point of contention is what to do about the recreation center parking lot.

The center, at 3170 Broadway, is often crammed with vehicles in the parking lot that wraps around the west and south sides.
