LYONS — A decade ago, clouds of dust commonly billowed from the Cemex cement plant here.

But in the last few years — after a long battle with local clean-air activists — those dust clouds largely have dissipated, thanks in part to a program spearheaded by plant manager Steve Goodrich.

With the help of his environmental chief, Goodrich launched the “Beyond Compliance” program after he took over the plant’s operation in 2006.

But while Cemex has made progress — especially mitigating dust clouds, reclaiming old quarry sites and cutting emissions of nitrogen oxides — the plant hasn’t been operating at full capacity in recent years due to the economic downturn.
