DENVER—A former Adams County public works director is now facing criminal charges over a paving scandal.

KMGH-TV in Denver reports Lee Asay was being held Thursday on a $10,000 bond on charges including theft, embezzlement and official misconduct. An arrest warrant says the charges focus on county trucks being used at taxpayer expense on contracts held by Quality Paving Co.

Two other people have pleaded guilty to lesser charges in the case. One was acquitted and three are awaiting trial.

Quality Paving has come under scrutiny for having received no-bid contracts with the county. The county has filed a civil lawsuit against Asay and six others to recover damages for work that the county says it was billed for but was never completed.

Asay has denied the allegations.
