The incoming U.N. Security Council president is calling for an investigation into human-rights abuses committed in the wake of NATO’s bombing campaign to oust Libyan leader Moammar Khadafy.
South Africa’s U.N. Ambassador Baso Sangqu, who holds the rotating Security Council presidency for January, said Wednesday he believed NATO overstepped its mandate enforcing a no-fly zone. He called for an investigation of abuses by all sides.
NATO spokeswoman Oana Longescu denied the organization exceeded its mandate. She said the alliance “took every precaution to minimize the risk to civilians.”
