DENVER—Colorado is appealing a ruling that found in favor of school districts and parents who argued the state’s funding formula for education is unconstitutional and leaves poor students at a disadvantage.

Attorney General John Suthers filed the appeal Monday to the Colorado Supreme Court. The appeal was expected.

A Denver District judge ruled last month that the state’s educational funding system is “irrational and inadequate” and that there isn’t a single district that is sufficiently funded. The plaintiffs did not ask for a monetary amount but estimate that state schools are underfunded by $4 billion.

Suthers and Democratic Gov. John Hickenlooper say that the majority of the state budget would have to go to education to comply with the court’s order to implement a new funding system.
