DENVER—A state audit finds that the housing downturn has more Colorado property owners appealing property tax assessments, but they’re experiencing delays in having their cases resolved and getting refunds if they win an appeal.

The audit of the Board of Assessment Appeals released Tuesday says the number of petitions from property owners increased from 2007 to 2011. During that time, appeals increased from 1,357 to 2,111. The audit says about 61 percent of appeal decisions were made within 30 days of a hearing as required by law. But decisions on other cases took up to 167 days after hearings.

Auditors say the delays can cause financial hardship on people who overpaid on their taxes. Auditors say limited resources in counties and increased caseloads have contributed to delays in resolving cases.
