DENVER—A financial settlement over pollution at the former Rocky Mountain Arsenal is being used to buy open space in the northeast Denver area.

The $10 million project is being funded by a $35 million settlement in 2008 with Shell Oil and the U.S. Army.

Chemical weapons and pesticides were produced on the site for decades. It was declared a Superfund site and parts of it were transformed into a wildlife refuge after extensive cleanup.
