In Colorado in July, small-business employment growth edged up 0.02 percent; in June, there was zero growth; and in May, growth was 0.06 percent.
The report said the nationwide dip in employment was accompanied by a drop in revenues.
The employment decline equates to about 1,300 jobs lost for businesses that employ fewer than 20 workers.
“This is the second month in a row that small business employment has failed to rise,” said Susan Woodward, the economist who worked with Intuit to create the indexes.
“Total private employment has risen seven percent since the dip in March, while small business employment has risen only two percent,” said Woodward in a statement.
Of the 37 states tracked, 29 showed employment gains, while six saw declines and two remained flat.
Oklahoma and New Mexico saw small declines in business employment, while Arizona, Utah and Kansas saw modest increases.
