COLORADO SPRINGS —Terry Malcom, former manager of the Cascade Water District, will be kept in the El Paso County jail on $1 million bail, despite a request for a lower amount, an El Paso County district judge ruled Wednesday.

Malcom faces charges of embezzling $800,000 from the water district, forcing Cascade residents to spend years paying extra fees to recoup the losses.

Malcom’s lawyer, Matthew Werner, argued that Malcom poses no flight risk and is rooted in Colorado Springs by his family and grandchildren. Malcom has been under investigation since June 2013, and his bail is excessive, Werner said. But Malcom’s criminal history worked against him in court, where Judge Robin Lynn Chittum said exceptional bail was necessary in an exceptional case.
