Like the Denver Post Editorial Board, I support the proposed settlement on Xcel’s treatment of rooftop solar. Importantly, that settlement revolves around two key principles: accounting for hidden energy costs and allowing consumer choice. Moving toward time-of-use rates would help Coloradans understand how the cost of supplying electricity varies throughout the day and year. Using this information, individual consumers could then choose the response that works best, whether thatap shifting household electricity demand or taking advantage of rooftop solar with net metering.
We need more of this type of thinking about energy and environmental issues, including air pollution and climate change. Factor the hidden costs of energy into the price we pay, and each of us will find our own ways to minimize the true cost of energy.
