Officer and deputy involved in fatal Summit County police shooting identified

Editor’s note: Fifth Judicial District Attorney Heidi S. McCollum announced in a decision letter that Dillon Police Officer Allen Jambor and Summit County Sheriff’s Deputy Vincent Moquin were justified in shooting Charles Foster because he repeatedly disobeyed their commands to drop his gun and because he aimed his gun at Moquin. The letter stated McCollum’s office would not file criminal charges against Jambor or Moquin.

A police officer and sheriff’s deputy involved in the fatal shooting of a teenager in a Summit County neighborhood were identified Wednesday.

Dillon Police Officer Allen Jambor and Summit County Sheriff’s Deputy Vincent Moquin fired their weapons Sunday morning in the Summit Cove area, .

Jambor, a patrol officer, has been with the Dillon Police Department for three years and has been in law enforcement since 2013, the DA’s office said in a news release. Moquin, a patrol deputy, has been with the sheriff’s office for two years.

The incident began at about 7:20 a.m. when authorities received a report of a man “wandering in the neighborhood, waving a firearm and banging on residents’ doors,” said Lt. Wanda Wilkerson, of the sheriff’s office, in a previous statement.

Jambor and Moquin encountered the teen at the intersection of Idlewild and Summit drives, where he pointed a gun at them, Wilkerson said.

The 18-year-old who was fatally shot is as Charlie Foster, a recent high school graduate. A Foster family member told the Daily News that Foster was carrying a BB gun at the time of the incident. The sheriff’s office has referred to the weapon as a handgun.

Jambor and Moquin are on paid administrative leave pending the outcome of internal investigations that will take place independently of the and the , the DA’s news release said. The police shooting is under investigation by the Colorado Bureau of Investigation and the Summit County DA’s office.
