After a string of violent deaths, beatings and shootings in New York City's notorious nightclub scene, lawmakers have proposed a package of solutions to improve safety.

This spring, a bouncer was accused of killing one man and wounding three others in a shooting spree outside a lounge in Chelsea. In that same neighborhood last month, a New Jersey teenager wandered away from her friend after they had left a nightclub and was later found, beaten and strangled to death.

Earlier this year, another young woman was abducted, raped and killed after leaving a SoHo bar. Prosecutors say a bouncer was her killer.

Among the legislation announced by City Council members on Tuesday is a proposal that would require cameras at club entrances. Another measure intended to crack down on underage drinking would require bars to verify IDs with electronic scanners at their entrances.

Council Speaker Christine Quinn also said she would like the city to have more control over State Liquor Authority operations, and be able to revoke liquor licenses and impose fines for violations. She proposed forming a special local unit.

It is one of several ideas expected to come up at the Nightlife Safety Summit being organized by the council for next month. Club owners, law enforcement officials, lawmakers and various state agencies are being invited to come and share ideas.

"New York City has the most exciting nightlife in the world," Quinn said. "It should also be the safest."
