NEW YORK — U.S. brokerage regulators fined 19 firms, including Merrill Lynch, UBS and Lehman Brothers, a total of $2.8 million for overstating trading volumes used to compile rankings.

Figures in August 2006 showed every company made “substantial overstatements” in at least one security, the Financial Industry Regulatory Authority said Tuesday.
