Qwest Communications defended its earnings in Montana over the past decade in a filing with the Public Service Commission, which is investigating whether the telephone company exceeded the profit level set by the PSC in 1992.

Qwest does not deny its earnings from 1998 through 2006 exceeded the rate of return by millions of dollars, but says the earnings did not violate any regulations. The filing, by Wayne Culp, a Qwest manager for finance based in Omaha, said proposals to cut the company’s Montana rates to more closely reflect costs are not based on accurate information.
