DENVER—A proposal to make it more difficult to pass constitutional amendments has cleared the Senate.
The Senate voted 27-8 Monday to give final approval to Senate Concurrent Resolution 3, sending it to the House. If two-thirds of the House also approve it, voters would have the final say in November’s election.
Currently, it’s as easy for citizens to change the state constitution as it is to change a law.
The measure would change that by requiring 50 percent more signatures for a constitutional change.
At least 70 percent of the signatures would have to be spread across the state, with 10 percent coming from each of the state’s seven congressional districts.
