BEIRUT — U.S. Secretary of State Condoleezza Rice made a surprise visit to Lebanon on Monday, the first by a senior U.S. official since an agreement in May that handed decisive new powers to Hezbollah, the militant Shiite group that the United States considers a terrorist organization.

Rice met with government leaders from both the government majority and the Hezbollah-led opposition, signaling her support for a compromise that appears to have stabilized the country even as it delivered another setback to U.S. allies in the region.

“Obviously, in any compromise, there are compromises,” she said. “But this was an agreement that I think served the interests of the Lebanese people.”
