STEAMBOAT SPRINGS, Colo.—Steamboat Springs is considering enacting an ordinance that would penalize adults who allow minors to drink in their homes.
An exception would prevent property owners from being cited if minors trespass and drink on their property.
The City Council unanimously approved the proposal on first reading last week. It still faces a second reading.
Violators could face jail time and a $500 fine.
Municipal court officials have raised financial and logistical concerns about the proposal, which they say could lead to more jury trials and the need to provide attorneys for indigent defendants. City Attorney Dan Foote says another challenge is a proposed requirement that violators complete an alcohol education program.
