Highlights from the Legislature on Friday:

— The House without debate killed a bill requiring cat owners to implant microchips in their pets or buy ID tags. House Bill 1019 would have required cat owners in cities of more than 100,000 people to attach or implant identification information to allow lost cats to be returned to their owners.

— The House gave initial approval to a bill that would allow employees to take time off to attend school functions for their children. House Bill 1057 would limit the unpaid leave to 18 hours of unpaid leave in any academic year. Leave would be limited to six hours a month, and could only be taken in increments of three hours or less. It faces a third reading and vote before going to the Senate.

— The Senate approved a House Joint Resolution 1004 promising members would be civil during debates after the House voted to do the same.

New bills:

— Repeal the death penalty in Colorado (House Bill 1274).

— Create a statewide health care authority to create a system that makes the state the administrator and payer for health care (House Bill 1273).
