COLORADO SPRINGS, Colo.—A tax district created in the 1980s to improve Powers Boulevard and open up the prairies east of the city to development has declared its mission accomplished and will dissolve.

The Gazette reported Sunday that developer-created Metex Metropolitan District has paid off more than $13 million in debt issued for road improvements.

Powers Boulevard was expanded by the district from two lanes to four between Platte and Constitution avenues and extended north to Woodmen Road.

When it began in 1986, the district collected taxes on roughly 50 parcels of land, which has grown to more than 15,000, according to county records.
