WASHINGTON — The House has approved $734 million in payments for troops held under what has been described as a “back-door draft.” Active and reserve or National Guard service personnel who had their deployments abroad involuntarily extended because no replacements were available would get $500 for every month their enlistment was involuntarily extended.
