DENVER—A proposed constitutional amendment that would protect the rights of embryos is advancing.

On Thursday, the personhood amendment proposal got the approval of legislative staffers assigned to review and make recommendations on all ballot measures.

Next it must be reviewed by the state title board, which makes sure that all voter initiatives only address a single topic.

The proposed amendment says the term “person” would apply to every human being “from the beginning of the biological development of that human being.”

It’s essentially the same language used in the ballot proposal rejected by voters last fall. This time, though, there’s a small change designed to protect persons created through asexual reproduction methods such as cloning.
