WASHINGTON — California startup Fisker Automotive Inc. is in advanced talks to buy an old General Motors Corp. plant in Wilmington, Del., to build a plug-in electric hybrid vehicle.
Russell Datz, a spokesman for Fisker, said that talks were ongoing and that the company planned to make an announcement Tuesday.
