BERLIN — Despite facing long odds, Poland’s former prime minister declared Monday his candidacy for president in a special election to replace his twin brother, who was killed in a plane crash earlier this month. Jaroslaw Kaczynski said he would carry on his brother’s work and stand in his place in the June 20 election, according to his party’s website.
