UNITED NATIONS — The national armies of Sudan and the Democratic Republic of the Congo are among military forces or rebel groups that have had children in their ranks for at least five years, the United Nations said in a report Friday.
Secretary-General Ban Ki-Moon’s annual assessment of abuses of children — including murder, rape, sexual acts and their use as soldiers — for the first time specified the most chronic offenders, which also included rebel groups in the Philippines, Colombia and Myanmar. He cited 28 other armed forces for their abuses.
Ban recommended that the Security Council “weigh more vigorous measures against persistent violators,” including possible U.N. sanctions.
