ABIDJAN, Ivory Coast — Ivory Coast President Laurent Gbagbo will face opposition leader and ex-Prime Minister Alassane Ouattara in a runoff after neither candidate won enough votes in Sunday’s presidential election. Gbagbo led with 38.3 percent, while Ouattara received 32.1 percent, according to the Independent Electoral Commission.
